Deploying Application Development Capability for National Marine Programs

The Context

Client: Geoscience Australia

Service: Application & Systems Development Recruitment

Sector: Federal Government – Scientific Research & Data

The Challenge

As the national geoscience agency, Geoscience Australia leads and supports critical programs that advance environmental science, marine mapping, and national data sharing. Two of its flagship initiatives – AusSeabed and the Marine Data Register – required immediate support from a specialist Oracle APEX Engineer to maintain momentum and enable upcoming delivery milestones.

The role demanded:

  • Deep technical capability in Oracle APEX

  • Experience integrating cloud architecture and data visualisation tools

  • Familiarity with public sector delivery environments

This niche capability was not readily available within the Australian Public Service and the engagement was time-critical. Without a successful placement, both programs risked significant delivery delays and downstream operational impacts.

Our Response

Resolve partnered with Geoscience Australia to source highly skilled Oracle APEX engineers within a tight timeframe, ensuring alignment with technical requirements and delivery expectations.

To meet the agency’s urgent need, we activated a fast-tracked recruitment strategy drawing on Resolve’s expertise in hard-to-fill ICT roles our deep experience across the national Oracle APEX talent market. This included:

  • Leveraging curated Oracle APEX talent pools within our database

  • Launching direct outreach campaigns to niche, passive talent networks

  • Publishing market-informed advertising to balance visibility with precision

Within a two-week delivery window, we achieved:

  • 59 inbound applications

  • 20 proactively sourced candidates

  • 5 shortlisted candidates, all technically validated against project-specific requirements

All candidates underwent a structured evaluation process involving:

  • Technical interviews and clearance checks

  • Qualifications and employment history verification

  • Assessment using Resolve’s proprietary skills matrix, tailored to the project’s requirements and delivery priorities

Our team also:

  • Coordinated panel interviews and logistics

  • Supported candidate preparation, including selection criteria responses

  • Managed onboarding, offer negotiation and alignment of expectations across both parties

Following this process, Resolve successfully placed a senior Oracle APEX Engineer, delivering on both speed and quality.

The Outcome

The successful placement enabled Geoscience Australia to:

  • Maintain uninterrupted progress across the AusSeabed and Marine Data Register programs

  • Accelerate the development of new technical capabilities in Oracle APEX

  • Improve integration between cloud environments and national marine datasets

  • Avoid project delays during a critical delivery phase

The contractor embedded quickly, contributing immediately to ongoing workstreams and technical architecture refinement. Their involvement helped the team meet deadlines, uphold data integrity and maintain public-sector service continuity.

Why Resolve
